Heat Networks Delivery Officer

This role offers the chance to work in a dynamic and fast-paced environment as a civil servant with a key role in Scotland achieving its Net Zero ambitions, work closely with team members in a friendly environment and an opportunity to gain experience of project and programme management.

You will work in a small team that manages the delivery of two funding programmes– the recently launched Scotland’s Heat Network Fund (SHNF) and the Low Carbon Infrastructure Transition Programme (LCITP) which is now closed to new applications. These programmes offer grant funding to assist the delivery of ambitious projects that will help Scotland achieve its net zero ambitions by decarbonising how we heat our buildings.

Management of SHNF and LCITP involves reviewing applications for funding, facilitating informed decision making, monitoring project delivery, managing relationships with grantees and managing budgets. The team has a particular focus on accelerating the deployment of heat networks and plays a key role in ensuring Scottish Government financial support can overcome barriers to project delivery. The team also provides valuable insight to inform heat network policy development.

The post will sit in the Heat Investment Unit within the Heat in Buildings Division. There will be no line management responsibility in the first instance.

• Working as part of a team to handle applications for grant funding
• Monitoring the delivery of projects that are receiving Scottish Government support and assessing project risks
• Managing documentation associated with grant support and ensuring the programmes are audit-ready
• Management of stakeholders and maintaining productive relationships with grantees
• Using knowledge of current projects to inform policy-making
• Providing responses to Ministerial Correspondence and briefing requests

Essential Criteria:

1. Proven knowledge and experience in energy, net zero or infrastructure.

2. Excellent organisational and planning skills with the ability to prioritise challenging workloads and find efficient ways of managing work

3. Excellent written and verbal communication skills with confidence and ability to communicate effectively with internal stakeholders and external stakeholders.

4. Excellent analytical skills with the ability to organise and collate information, draw out key messages and communicate these effectively, verbally and in writing to a range of audiences.

The post will be offered on a location flexible basis however, whilst virtual and Hybrid working is the current arrangement, some attendance in the office will be required and travel to meetings.

Minimum time in post:

You will be expected to remain in post for a minimum of three years unless successful at gaining promotion to a higher Band or Grade.

In the event that further posts are required, a reserve list of successful candidates will be kept for up to 12 months.
