What you’ll be doing
This is a thrilling opportunity to embark on a fulfilling career in policy development. Tasked with a wide variety of policy and regulatory-related tasks, you will tackle issues that impact on both consumers and energy industry participants.
Ofgem operates a Flexible resourcing model but regardless of which team you join you will embark on an interesting learning curve as you work with a variety of Ofgem functions to tackle complex problems. Using qualitative and quantitative data to support the drafting of evidence-based policy documents, you will have the opportunity to develop skills in writing consultations, decision letters, impact assessments and more.
The initial role will be within the Energy Systems Management & Security (ESMS) directorate, operating within our Policy & Strategy Profession and joining the Electricity System Operator (ESO) team). Working in the ESO Regulation team provides an opportunity to gain a broad understanding of the energy system, as well as experience of a bespoke form of monopoly regulation. As the ESO manages £bn of costs and impacts outcomes throughout the energy sector, it also provides an opportunity to make a big difference to consumer outcomes.
What you’ll bring to the role
Analytical skills are essential, with an ability to analysie, understand and draw robust conclusions from evidence. You’ll also have good organisational skills with a track record of managing multiple priorities and delivering against deadlines. You’ll be able to communicate issues clearly and will be able to build strong working relationships across teams. Finally, you’ll have demonstrable interest in public policy, decorbonisation and/ or energy.

The current energy market situation is unprecedented. The record increase and volatility in global gas prices has put the energy market under severe strain, and is putting upward pressure on customers’ energy bills. Operate a Flexible Resourcing model. You will have the opportunity to work flexibly across Ofgem supporting on a range of projects or may have a longer deployment within a team where you have in-demand specialist skills, knowledge, and expertise.
Your initial role will be to join the team responsible for regulating the Electricity System Operator (ESO). The ESO has a key role in the energy system, and it is currently going through a major transition. Its activities are expanding in scope and scale as it is taking on a leading role in delivering the change required to the energy sector to meet Net Zero. We regulate the ESO to ensure it delivers in consumers’ interests and that it is stepping up to the challenge of decarbonisation. We set the ESO’s price control, design its financial incentives, and monitor its performance. In April this year, we decided jointly with the Department for Energy Security and Net Zero (DENZ) that the ESO would become part of a new, independent Future System Operator (FSO) with increased responsibilities across both the electricity and gas systems. Our team has a key role in ensuring the transition from ESO to FSO works in consumer’s interests. Finally, we work with the ESO and other Ofgem teams to deliver improvements to the regulatory frameworks that underpin the planning and operation of the energy system.
