Job summary

This role spans civilian and military requirements in Defence, ensuring that senior decision makers have the best quality evidence on which to judge multi-billion pound investments. It acts as a key part of the department’s investment appraisal process through which projects are authorised, and our ability to assure ministers, HM Treasury and Parliament of value for money. The postholder will work particularly closely with Senior Responsible Owners (SRO) and Programme Teams, and senior members of the Investment Approvals Committee (particularly DG Finance and Deputy Chief of the Defence Staff (Military Capability), and also chair of the Joint Requirements Oversight Committee (JROC), the Vice Chief of Defence Staff, to ensure the requirements for major military capability programmes are coherent and appropriate.

Job description

You will provide inclusive leadership for an experienced team, as well as providing leadership and outreach to help build capability and capacity and resilience to ensure that insights continue to be material, well-evidenced and helpful in understanding risk in decision-making. You will also be an active member of the senior leadership team.

This role will suit a substantive member of the Senior Civil Service but also provides an excellent first posting for those on promotion to that level. With increased government wide interest in major project delivery, the role will provide ample opportunities for both breadth and depth across many of the Government’s Major Projects Portfolio programmes.

Responsibilities

Lead the Investment Scrutiny Team of around 20 civil servants and form part of the senior leadership of the Strategic Finance and Investment Group in MOD.
Support both the DG Finance chaired Investment Approvals Committee (IAC) and the Vice Chief of the Defence Staff chaired Joint Requirements Oversight Committee (JROC) on findings to highlight risks and opportunities for decision-making.
Drawing on experience and evidence propose recommended next steps to enhance chances of success for major investments.
Work with investment committees across MOD and the Armed Forces to embed effective scrutiny as part of corporate governance.
Support the Director Strategic Finance and Investment Approvals and the Assistant Chief of the Defence Staff for Capability and Force Development on managing the Defence Programme and the relationship with HM Treasury.
Shape and respond to wider change initiatives in MOD procurement, investment and delivery including Acquisition Reform and financial delegation.
