Director Strategy & Assurance for Digital, Data & Technology - CDDO

A part of the Cabinet Office, the Central Digital and Data Office (CDDO) is the strategic centre for digital transformation in the UK Government and leads the 26,000+ strong digital, data and technology function. CDDO exists to ensure that the power of digital, data and technology is harnessed to improve the lives and livelihoods of people in the UK through better public services and policy fit for a digital age.We are responsible for:

• setting whole-of-government strategies on digital, data and technology
• developing and supporting implementation of standards that raise the bar on performance
• delivering central enablers that help us to scale best practices across government
• building digital skills at scale, within the digital, data and technology profession and beyond
• driving value for money on taxpayer spend on technology through spend controls
• delivering the central enablers to facilitate delivery of the government’s 2022-2025 roadmap, Transforming for a Digital Future

As Director of Strategy & Assurance for Digital, Data and Technology, you will work closely with government leaders and Ministers to support the delivery of the 2022-2025 roadmap for digital and data, Transforming for a Digital Future, through:

• providing vision and leadership to set the strategic direction to achieve digital, data and technology transformation across Government and ensure that this aligns to government’s overall objectives
• leading the delivery of the government’s current 2022-2025 roadmap, including portfolio management of the programme of work to achieve the strategy, and communication of progress and blockers
• managing and continuously improving the products, processes, tools and governance forums that enable the Digital, Data and Technology function to deliver against its strategy, including Quarterly Business Reviews, maturity assessments and Director, Director-General and Permanent Secretary level steering boards
• ensuring Government achieves value for money in procurement of technology and digital solutions through managing and continuously improving the digital spend controls, a delegated authority from His Majesty’s Treasury (HMT)
• ensuring the Digital, Data and Technology function harnesses the power of data by incorporating analysis and data-driven approaches to cross-government digital transformation activity
• delivering a programme of work designed to modernise government’s ways of working
• work with leaders of other government functions - including (HMT), Finance, Commercial and the Infrastructure and Projects Authority - to address the systemic barriers to digital transformation including financial processes, business case and impact tracking challenges. Support departments in the implementation of change programmes to practically resolve these challenges
• leading a change programme to embed product-centric organisational structures and agile ways of working into government’s delivery approach
• leading a team of technical specialists and digital delivery professionals across our UK hubs
• collaborating closely with leaders from across government departments, and Cabinet Office Ministers, to achieve these aims

We’re interested in people who have:

• 
  strong leadership skills and the ability to set clear direction which motivates, inspires and empowers teams
• outstanding communication and influencing skills with proven ability to build credible and effective relationships with diverse groups of stakeholders, including at board level and in disseminating complex and technical issues to non-technical audiences
• experience in defining and delivering cultural change that encourages the use of digital solutions in the delivery of business outcomes;
• a proven track record in delivering large, high profile products and programmes in an agile environment and managing associated budgets

• an understanding of the use and importance of technology solutions, including emerging technologies, in the digital transformation of government

• proven commercial experience including contract negotiation, supplier management and managing significant budgets

CDDO offers hybrid working for all employees. This means that everyone does some working from home and also spends some time in their local office. You’ll agree to your hybrid working arrangement with your line manager in line with your preferences and business needs.
